    Cygwin: fhandler_base::dup Reflect O_CLOEXEC to inheritance flag.
    
    - Currently fhandler_base::dup duplicates handles with bInheritHandle
      TRUE unconditionally. This patch reflects O_CLOEXEC flag to that
      parameter.
